A. Method Of Collection: The city hereby reserves to itself the exclusive right and privilege of the collection, removal and disposition of all garbage and trash within the corporate limits of the city, either by contracting with a suitable person for the collection and removal thereof, or by the collection and removal thereof by the employees of the city, either method to be at the discretion of the city council. The city may also provide for the collection, removal and disposition of garbage, trash, and refuse, whether commercial and industrial garbage, trash and refuse, or residential garbage, trash, and refuse, or both, by agreement with the Skiatook public works authority to provide garbage, trash and refuse removal services, whether by the Skiatook public works authority directly, or by contract between the Skiatook public works authority and a suitable third party vendor, either method to be at the discretion of the board of trustees of the Skiatook public works authority. B. City Authority: The city council shall be empowered to acquire suitable trucks and other equipment for the collection and removal of garbage from within the corporate limits of the city, and shall have power to enter into contracts with private persons or corporations to sell such garbage and/or to deliver the same to points within or without the corporate limits of the city.
