9-4-8: GREASE TRAPS AND GREASE INTERCEPTORS REQUIRED UNDER CERTAIN CIRCUMSTANCES:
   A.   Definitions: For the purposes of this chapter, the following terms shall have the meanings ascribed to them in this section:
FOOD SERVICE FACILITIES: Those establishments primarily engaged in activities of preparing, serving, or otherwise making available for consumption foodstuffs and that utilize one or more of the following preparation activities: cooking by frying (all methods), baking (all methods), grilling, sauteing, rotisserie cooking, broiling (all methods), boiling, blanching, roasting, toasting, or poaching. Also included are infrared heating, searing, barbecuing, and any other food preparation activity that produces a hot, nondrinkable food product in or on a receptacle that requires washing. Food service facilities include restaurants, cafeterias, hotels, motels, hospitals, nursing homes, schools, grocery stores, prisons, jails, churches, camps, caterers, manufacturing plants, or any other users of the sanitary sewer system as determined by the city of Skiatook building inspector or code official who discharge applicable waste. A food service facility, as defined herein, does not include a self-contained single-family dwelling.
GREASE: Material composed primarily of fats, oils and grease ("FOG" hereinafter) from animal, vegetable, seed or nut sources. The terms fats, oils and grease shall be deemed as grease by definition. The term "grease" does not include petroleum based products or waste.
GREASE INTERCEPTOR: A structure or device designed for the purpose of removing and preventing fats, oils, and greases from entering the sanitary sewer collection system. These devices are often installed below grade outside of the building which the interceptor serves and are built as a two (2) or three (3) chamber tank. As defined in the international plumbing code, a grease interceptor is a grease removal device whose rated flow exceeds fifty (50) gallons per minute and is located outside of the building it services.
GREASE TRAP: A device for separating and retaining greases and grease complexes prior to the wastewater exiting the trap and entering the sanitary sewer collection and treatment system. Such traps are typically compact under the sink units that are located in or near food preparation areas. As defined in the international plumbing code, a grease trap is a grease removal device whose rated flow is fifty (50) gallons per minute or less and is located inside a building.
OIL/WATER SEPARATOR: An approved and industry standard system that is specifically designed and manufactured to separate oil from water. The system shall allow the oil to be collected and removed on a regular basis as to prevent it from being discharged into the wastewater collection system. Only oil/water separators manufactured for that specific operation will be approved. Product details and specifications shall be required to be provided to the building inspector or code official to ensure that said oil/water separator meet or exceed the requirements of this section.
USER: Any person, entity or establishment including those located outside the municipal limits of the city of Skiatook who contributes, causes, or permits the discharge of wastewater into Skiatook's sanitary sewer collection or treatment system, including persons who contribute such wastewater from mobile sources, such as those who discharge hauled wastewater.
   B.   Control Plan For FOG And Food Waste:
      1.   Prior to the commencement of any new construction, renovation or expansion of food service facilities, the owner/operator shall be required to submit to the building inspector or code official for approval, a FOG and food waste control plan what will effectively control the discharge of grease (FOG) and other food based waste into the sanitary sewer collection system.
      2.   All existing food service facilities shall also be required to submit a FOG and food waste control plan that will effectively control the discharge of grease (FOG) and other food based waste into the sanitary sewer collection system. Existing food service facilities shall not be exempt from the requirements of submission of a FOG and food waste control plan for approval by the building inspector or code official.
   C.   General Criteria:
      1.   Installation Requirements: All existing or proposed food service facilities within the municipal limits of the city of Skiatook or utilizing the city of Skiatook's sanitary sewer collection and treatment system shall be required to install, at the user's expense, an approved, properly installed, operated and maintained grease trap and/or grease interceptor.
      2.   Sanitary Sewer Flows: Sanitary sewer flowage from toilets, urinals, lavatories, etc., shall not be discharged into a grease trap/grease interceptor. These flows shall be conveyed separately to the sanitary sewer system.
      3.   Floor Drains: Only floor drains which collect and discharge or have the potential to collect and discharge grease shall be connected to a grease trap/grease interceptor.
      4.   Garbage Grinders/Disposals: Solid food waste products shall be disposed of through customary solid waste/garbage disposal means. Any installed garbage grinder/garbage disposal unit must be connected to a grease trap/grease interceptor.
      5.   Dishwashers: Commercial dishwashers must be connected to a grease trap/grease interceptor. Dishwashers discharge soapy arid hot water which can melt grease and allow it to pass through an undersized grease trap. All grease trap/grease interceptors must be sized properly to allow adequate detention time to allow wastewater to cool and grease to solidify so that the grease trap/grease interceptor is working properly.
   D.   Design Criteria:
      1.   Construction And Installation: Grease traps/grease interceptors shall be constructed and installed in accordance with the manufacturer's requirements and in compliance with the requirements of the city of Skiatook or the Skiatook public works authority, whether by the applicable building or plumbing code, or otherwise. All grease traps/grease interceptors must be approved in writing by the building inspector/code official prior to installation. Such approval shall be based upon the demonstrated removal and retention efficiencies of the proposed technology.
      2.   Access: Access to all grease traps/grease interceptors shall be available at all times, to allow for maintenance and inspection. Access to grease interceptors shall be provided by two (2) manholes or access panels (1 on each compartment) terminating at finished grade with a cast iron or steel frame and cover.
      3.   Load Bearing Capacity: In areas where additional weight loads may exist, such as an area with vehicular traffic or parking, the grease interceptor must be designed to have adequate load bearing capacity.
   E.   Grease Trap/Grease Interceptor Maintenance:
      1.   Cleaning/Pumping: The user, at the user's expense, shall maintain all grease traps/grease interceptors to assure proper operation and efficiency. Maintenance of grease traps/grease interceptors shall include the complete removal of all contents, including floating materials, wastewater, and bottom sludge and solids. This work shall be performed by a qualified and licensed grease removal/disposal service/hauler. Decanting or discharging of removed waste back into the grease trap/interceptor, for the purpose of reducing the volume to be disposed of, is prohibited. This required maintenance shall also include a thorough inspection of the grease trap/grease interceptor and its components. Any repairs shall be noted and retained by the user. Repairs shall be at the sole expense of the user.
      2.   Cleaning/Pumping Frequency: Each grease trap/grease interceptor shall be cleaned out completely and serviced at least once every four (4) months, or at more frequent intervals, as determined by the building inspector/building code official, in order to prevent grease from entering the sanitary sewer system.
      3.   Disposal: All waste removed from each grease trap/grease interceptor must be disposed of at a facility approved to receive and process such grease as mandated by the appropriate authority, whether local, state or federal. In no way shall the waste matter be returned to any portion of Skiatook's sanitary sewer system, whether public or private. All grease pumpage/grease removed from each grease trap/grease interceptor must be recorded in a manifest or log, which confirms pumping, hauling and disposal of waste. The user must obtain and retain a copy of the original manifest log from the grease removal/disposal service/hauler.
      4.   Maintenance Logs: A grease trap/grease interceptor cleaning and maintenance log indicating each cleaning/pumping for the previous twenty four (24) months shall be maintained by each food service facility. The required log shall contain the date and time of service, the amount of grease or waste cleaned or pumped, the hauling service, disposal site/facility and shall be kept in a conspicuous location for inspection by the building inspector/code official. Such maintenance log shall be made available to the building inspector/code official, or his designee, upon request.
      5.   Submittal Of Records: Each user shall submit all cleaning and maintenance records to the building inspector/code official. The maintenance records shall include the following information:
         a.   Facility name, address, contact person, and telephone number.
         b.   Company name, address, telephone number, and contact name of person responsible for performing the maintenance, cleaning, pumping, or repair of grease trap/interceptor.
         c.   Type of maintenance performed.
         d.   Dates maintenance was performed.
         e.   Dates of next scheduled maintenance.
         f.   Copies of manifests/logs.
         g.   Date and description of any repairs made.
The user shall be required to submit maintenance records to the city of Skiatook on a biannual basis (twice per year). Records shall be submitted by March 1 and September 1 of each year. The records shall be submitted to:

The city building inspector/code official/sewer treatment facility operator will perform periodic inspections of grease traps/grease interceptors and shall notify the user of any additional required maintenance or repairs. Upon written notification by the building inspector/code official, the user shall be required to perform the maintenance and records of said maintenance within fourteen (14) calendar days. Upon inspection by the city building inspector/code official, the user may be required to install, at his expense, additional controls to provide a complete system which prevents discharges of undesirable materials into the wastewater collection system.
   F.   Additives: Any biological additive(s) placed into a grease trap/grease interceptor or building sewer discharge line, including, but not limited to, enzymes, commercially available bacteria, or other additives designed to absorb, purge, consume, treat, or otherwise eliminate fats, oils, and grease shall require written approval by the building inspector/code official prior to use. The use of such additives shall in no way be considered as a substitution to the maintenance procedures required herein.
   G.   Chemical Treatment: Chemical treatments such as drain cleaners, acids, or other chemical solvents designed to dissolve or remove grease shall not be allowed to enter a grease trap/grease interceptor.
   H.   Enforcement And Fines:
      1.   Recovery Of Damages: When any discharge of grease from a food service facility causes an obstruction, damage, or any other impairment to the sewage treatment works or plant, or causes any expense, fine, penalty, or damage of whatever character or nature to the sewage collection and treatment system maintained by the city of Skiatook/Skiatook public works authority, the building inspector/code official shall invoice the owner for same incurred by the city. If the invoice is not paid, the city manager shall notify the city attorney to take such actions as shall be appropriate to seek reimbursement, including, but not limited to, legal action.
      2.   Penalty: A violation of this section is subject to the penalty provisions of sections 1-4-1 and 1-4-2 of this code. In addition, the city of Skiatook may take any lawful action, including commencing a court proceeding in the municipal or district court in order to compel compliance with the requirements of this section.
      3.   Remedies Nonexclusive: The remedies/penalties provided for in this section are not mutually exclusive. The city may take any, all, or any combination of these actions against any person or entity not in compliance with the requirements of this section and in violation hereof. (Ord. 2014-04, 2-11-2014)
