9-4-6: REQUIRED CONNECTIONS TO SANITARY SEWER; EXEMPTIONS:
   A.   Unless an exemption is granted in writing by the city engineer or city manager, all lots or tracts of land, whether platted or unplatted within the Skiatook city limits shall connect to the sanitary sewer, where available and where connection is feasible and reasonably accessible. All connections shall be subject to the approval of the building inspector and shall be made in accordance with the regulations of the Oklahoma state department of health and/or department of environmental quality. This requirement shall not apply to septic tank, aerobic systems or other approved sewage disposal systems already existing and in use as of August 1, 2013, which meet the requirements for such systems by the Oklahoma state department of health and/or Oklahoma department of environmental quality or other appropriate state agency having jurisdiction.
   B.   Where a public sanitary sewer system is not reasonably accessible or connection thereto is not feasible due to topography or distance to the sanitary sewer main from the subject property, and where an exemption has been granted in writing by the city engineer or city manager, but where plans for the installation of private sanitary sewers in the vicinity of the subdivision have been prepared and approved by the Oklahoma state department of health and/or Oklahoma department of environmental quality, including, but not limited to, provision for septic tank systems or aerobic systems, the owner or developer shall install sewers in conformity with such plans.
