Violation of this chapter is declared to constitute a public nuisance, which may be abated by severance of the offender from the city sewer system. No building permit or other license of any nature shall be issued by the city to any person, firm or corporation when it appears that the issuance of the same will result in a violation of this chapter, nor shall such an offender be permitted to use water obtained from the city.
