9-4-3: LIMITATIONS ON DISCHARGE:
No person, firm or corporation shall discharge or cause to be discharged any of the following substances, materials, waters or wastes in concentrations, quantities or rates in excess of those set forth herein:
   A.   Any liquid or vapor having a temperature higher than one hundred fifty degrees Fahrenheit (150°F) (65°C), or any substance which causes the temperature of the total sewage lagoon to increase at a rate of ten degrees Fahrenheit (10°F) or more per hour or a combined total increase of plant influent temperature to one hundred ten degrees Fahrenheit (110°F).
   B.   Any water or waste containing fats, wax, grease or oil, whether emulsified or not, in excess of one hundred milligrams per liter (100 mg/l) or containing substances which may solidify or become viscous at temperatures between thirty two degrees (32°) and one hundred fifty degrees Fahrenheit (150°F) (0° and 65°C).
   C.   Any garbage that has not been properly shredded. The installation and operation of any garbage shredder equipped with a motor of three-fourths (3/4) horsepower (0.76 hp metric) or greater shall be subject to review and approval of the sewer superintendent.
   D.   Any radioactive wastes or isotopes of such half-life or concentration as may exceed limits to be established by the superintendent on a case by case basis in compliance with and after consultation with the appropriate regulatory agencies.
   E.   Any substance with a BOD or suspended solids concentration in excess of three hundred milligrams per liter (300 mg/l) except that, upon receipt of a written application and establishment of appropriate charges, the superintendent may, if the sewage works has sufficient unused or uncommitted capacity, authorize the discharge of wastes containing BOD and/or suspended solids concentrations in excess of three hundred milligrams per liter (300 mg/l) each.
   F.   Any waters or wastes with total dissolved solids concentrations greater than three thousand milligrams per liter (3,000 mg/l), plus the dissolved solids, in the city water supply.
   G.   Any waters or wastes containing excessive discoloration or causing excess discoloration of the effluent, including, but not limited to, dye wastes and vegetable tanning solutions.
   H.   Any waters, wastes or other substances containing one or more of the following constituents in excess of the concentrations listed:

   I.   Limitation on elements or compounds not listed shall be established and/or limitations for elements or components listed will be lowered if necessary to ensure that the effluent of the wastewater treatment plant and system is in full compliance with legal requirements of county, state or federal regulatory agencies.
