The city shall provide electric service to all consumers presently receiving service from its electric system and, in addition, if electric service is available, shall serve all new consumers within the city limits and certain areas outside the city limits; and, where such service requires the use of streets, avenues, alleys, etc., the city shall construct the distributing lines.
