The airport commission shall review the standards for conducting aeronautical activities at least annually and shall recommend to the city council such revisions or amendments as shall be deemed necessary under the use circumstances surrounding the airport to properly protect the health, safety and interest of the city and the public. Upon approval of any such amendments, the operators of aeronautical activities secured hereunder shall be required to conform to such amended standards. (1991 Code § 1-451)
