In determining whether to grant an application and thereby permit a requested use of airport land or facilities, the commission and the city council shall apply the following standards in addition to the requirements set forth above:
A. Whether there exists a public need for the service or facility proposed.
B. The likelihood of the proposed service or facility being a successful business enterprise.
C. The business acumen, financial resources, character, integrity, experience and past record of the applicant.
D. The effect of the proposed operation or facility on the city, the municipal airport, other airport operations and whether it is in the best interest of the city and the airport that the application be approved or rejected. (1991 Code § 1-449)
