8-5-7: STANDARDS FOR SPECIFIC ACTIVITIES:
In addition to meeting the requirements of section 8-5-6 of this chapter, every person conducting the following specific activities shall meet the additional requirements as hereinafter set out:
   A.   Fuel And Oil Sales: Persons conducting aviation fuel and oil sales on the airport shall be required to provide:
      1.   Hard surface ramp space equivalent to existing taxiway and aprons accessible by taxiway with electric pumps and underground tank storage having a capacity equal to the minimum tank truckload deliverable for each of those grades of aviation fuel commonly used by general aviation piston driven aircraft, and, if and when in the judgment of the commission, public demand requires, shall also provide storage capacity approved by the commission for standard jet fuel.
      2.   Shall provide properly trained line personnel on duty at least eight (8) hours of every calendar day, seven (7) days a week, and on call by readily accessible telephone at other hours during the day or night.
      3.   Proper equipment for repairing and inflating aircraft tires, servicing oleo struts, changing engine oil, washing aircraft and aircraft windows and windshields, for recharging or energizing discharged aircraft batteries and starters.
      4.   Shall provide conveniently located heated and air conditioned lounge or waiting rooms for passengers, and crews of itinerant aircraft, together with sanitary restrooms and public telephones.
      5.   Shall provide adequate towing equipment and parking and tie down area to safely and efficiently move aircraft and store them in all reasonable expected weather conditions.
      6.   In conducting refueling operations, every operation shall install and use adequate grounding facilities at fueling locations to eliminate the hazards of static electricity and shall provide approved types of fire extinguishers or other equipment commensurate with the hazard involved in refueling and servicing aircraft.
   B.   Aircraft Charter And Taxi Service: Local fixed base operators operating aircraft and taxi service shall provide:
      1.   Passenger lounge, restroom and telephone facilities as required of an operator for fuel and oil sales.
      2.   Adequate table, desk or counter for checking in passengers, handling ticketing or fare collection, handling of luggage.
      3.   Properly certificated suitable aircraft with properly certificated and qualified operating crew, one of which shall be located at the airport and ready for departure during at least eight (8) hours of daylight operation daily and at other times, standby units and crews available upon call within one hour's notice.
      4.   Passenger liability insurance of at least one hundred thousand dollars ($100,000.00) per passenger seat and property damage liability of at least fifty thousand dollars ($50,000.00).
      5.   A current FAA air taxi permit.
Subsections B4 and B5 of this section shall also apply to all transient operators.
   C.   Aircraft Engine And Accessory Maintenance: All persons operating aircraft engine and accessory maintenance facilities shall provide:
      1.   Sufficient hangar space to house any aircraft upon which such service is being performed.
      2.   Suitable storage space for aircraft awaiting maintenance or delivery after repair and maintenance to be completed.
      3.   Adequate shop space to house the equipment and adequate equipment and machine tools, jacks, lifts and testing equipment to perform overhauls as required for FAA certification and repair of parts not needing replacement on all single engine land and light multiengine land general aviation aircraft.
      4.   At least one FAA certificated airframe and power plant mechanic available during eight (8) hours of the day, five (5) days per week.
      5.   Facilities for washing and cleaning aircraft.
      6.   Storage capacity for aircraft undergoing repair and maintenance work; provided, however, that any aircraft or part thereof in a nonairworthy condition be screened or removed from ground level public view.
      7.   If spray painting of the aircraft is to be performed, the operator shall provide separately partitionable space with adequate exhaust fans and fire protection.
   D.   Aircraft Rental And Sales: Local fixed base operators conducting aircraft rental and sales activity shall provide:
      1.   Suitable office space for consummating sales and/or rentals and the keeping of the proper records in connection therewith.
      2.   Hangar storage space for at least one aircraft to be used for sales or rental.
      3.   For rental, at least one airworthy aircraft suitably maintained and certificated.
      4.   For new sales activity, a sales or distributorship franchise from a recognized aircraft manufacturer of new aircraft and at least one demonstrator model of such aircraft.
      5.   Adequate facilities for servicing and repairing the aircraft or satisfactory arrangements with other operators on the airport for such service and repair.
      6.   There shall be available, at least during eight (8) hours of the working day, a properly certificated pilot capable of demonstrating new and/or used aircraft for sale or for checking out rental aircraft and model sold.
      7.   The minimum stock of readily expendable spare (parts), or adequate arrangements for securing spare parts required for the type of new aircraft and models sold.
      8.   Current up to date specifications and price lists for types and models of new aircraft sold.
      9.   Proper checklists and operating manuals on all aircraft rented and adequate parts catalog and service manual on new aircraft sold.
   E.   Flight Training: All persons conducting flight training activities shall provide:
      1.   Continuing ability to meet certification requirements of the FAA for the flight training proposed.
      2.   Public liability insurance in an amount not less than three hundred thousand dollars ($300,000.00) for any one incident and property damage insurance in an amount not less than seventy five thousand dollars ($75,000.00).
   F.   Crop Dusting And Spraying: Persons seeking to conduct crop dusting or spraying of agricultural chemicals shall be required to satisfy the airport commission that:
      1.   Suitable arrangements have been provided for the safe storage and containment of noxious chemicals and materials and that all operations are in compliance with all federal and state regulations governing the same. No poisonous or inflammable materials shall be kept or stored in close proximity to other facility installations at the airport.
      2.   The operator shall have available properly certificated aircraft suitably equipped for the agricultural operation undertaken.
      3.   The operator shall make suitable arrangement for servicing the aircraft with adequate safeguards against spillage on runways and taxiways or pollution or disbursal of chemicals by wind to other operational areas on the airport.
      4.   He has been issued a current FAA agricultural license under FAR 137.
      5.   He has been bonded in the state and carries chemical liability insurance.
   G.   Combination Activities: Any person conducting a combination of the specific activities listed hereunder shall not be required to duplicate the requirements of the individual activities but where the requirement of one activity is sufficient to meet the requirement of a separate activity to be conducted, the one activity shall be sufficient to meet both requirements.
