A. City Designated As Sanctuary: The entire area embraced or hereafter included within the corporate limits of the city is designated as a bird sanctuary.
B. Trapping Or Shooting Prohibited: No person shall trap, shoot or attempt to shoot or molest in any manner any bird or wildfowl or rob bird nests or wildfowl nests in the city.
C. Nuisance Conditions: If starlings, pigeons, or similar birds are found to be constituting a nuisance or menace to health or property in the opinion of proper health authorities of the city, then in such event the city council or their designated representative(s) shall meet with the representatives of the Audubon Society, bird clubs, garden clubs, or Humane Society for the purpose of finding a solution to alleviate the nuisance. If as a result of the meeting no satisfactory alternative is found to abate such nuisances, then the birds may be destroyed in such numbers and in such manner as is deemed advisable by the health authorities under the supervision of the chief of police.
D. Housing Of Birds: The housing and keeping of birds shall be in such a manner as not to create a nuisance. (1991 Code § 3-20)
