6-6-1: DEFINITIONS:
For the purpose of this chapter, including article A, the following terms shall have the meanings ascribed to them in this section:
ANIMAL: Any "large animal" or "small animal", as defined in this section.
ANIMAL CONTROL OFFICER: The person or persons employed by the city as the officer charged with the duty of enforcing the provisions of this chapter and others relating to the control of animals.
ANIMAL SHELTER: Any premises designated by action of the city council or the animal control officer for the purpose of impounding and caring for animals and fowl.
AT LARGE: Any animal, fowl or reptile when it is off the property of its owner or keeper and not under the control of a competent person by leash, cord, chain or other restraint of the same or greater efficiency.
DOMESTIC BIRDS: Canaries, parrots, parakeets, myna birds, peacocks, birds of paradise or other birds tamed to the household pertaining thereto.
EXPOSED TO RABIES: Any animal that has been bitten by or exposed to any other animal known to have been infected with rabies.
FOWL: Chickens, guineas, geese, ducks, turkeys, pigeons, chukars, pheasant and quail.
KEEPER: Any person, family, firm or corporation owning, keeping, harboring or regularly maintaining or nurturing any of the animals, fowl or reptiles referred to in this chapter.
KENNEL: Any person, firm or corporation keeping on any premises any combination of four (4) or more dogs and cats more than six (6) months of age for a period of more than ninety (90) days.
LARGE ANIMALS: Horses, mules, donkeys, cattle, goats, sheep, pigs or hogs, or any animal of similar size and stature.
LICENSE TAG AND FEES: The license issued by the city clerk and charges therefor.
NONRESIDENT OWNER: A person who owns, keeps, maintains or is charged with the care of any such animal and who resides outside the corporate limits of the city of Skiatook.
RATPROOF: That state of construction which effectively prevents entry of rodents.
RESTRAINT: An animal is controlled by leash or tether beside a competent person and obedient to that person's command, or within any vehicle, trailer or other conveyance being driven, pulled, parked on the street or confined within property limits of its owner or keeper.
SANITARY: Any condition of good odor and cleanliness, which precludes the probability of disease transmission, insect breeding and which preserves the health of the city.
SMALL ANIMALS: Rabbits, hares, guinea pigs, chinchillas, mink, monkeys, hamsters, bats, or any other animal of similar size or stature.
VICIOUS DOG OR ANIMAL: A dog or animal which by history, training or breeding is known to have a propensity for fighting, violence or to attack without provocation 1 . (1991 Code § 3-1; amd. Ord. 2013-3, 2-12-2013)
