All persons residing within the corporate limits of the City who are furnished water by the City of Skiatook and/or Skiatook Public Works Authority, but not electric service, will be provided supplemental ambulance service as set forth in this chapter, and, with respect to such persons, the monthly charge for water is hereby increased by the sum of seven dollars ($7.00) per meter, as a surcharge on the monthly utility billing. With respect to persons residing outside the corporate limits of the City who receive water from the City of Skiatook and/or Skiatook Public Works Authority, but not electric service, such persons shall be eligible to subscribe to the ambulance service as set forth in this chapter, and upon subscription to the ambulance service, the water rates for such person shall, upon subscription, be increased by the sum set forth in this section as a monthly surcharge.
