Except as otherwise provided in this title, the mayor or town clerk-treasurer shall administer and enforce this title, including the receiving of applications, the inspection of premises, and the issuing of building permits. No building permit or certificate of occupancy shall be issued by him except upon compliance with the provisions of this title. In considering building permits, the mayor or his delegate shall deny any application therefor when the type of architectural design of the proposed dwelling or structure will be injurious or detrimental to the neighborhood.
