7-3-4: SPECIAL HAZARDS:
   A.   Limit Specified: Except when a special hazard exists that requires slower speed for compliance with subsection B of this section, the limits specified in this subsection, or established as authorized in this chapter, shall be maximum lawful speeds, and no person shall drive a vehicle on a street at a speed in excess of the maximum limits:
      1.   Fifteen (15) miles per hour when passing a school building, or the grounds thereof, or a school crossing, during school recess or while children are going to or leaving school during opening or closing hours; and provided, that the presence of the school building, ground thereof, or school crossing is indicated plainly by signs or signals conforming to the provisions thereof.
      2.   Thirty (30) miles per hour upon any through highway, excepting in school zones, or unless otherwise posted.
      3.   All other streets within the town limits, fifteen (15) miles per hour, or unless otherwise posted.
   B.   Reduced Speed: The driver of every vehicle shall, consistent with the requirements of subsection A of this section, drive at an appropriate reduced speed when approaching and crossing an intersection or railway grade crossing, when approaching and going around a curve, when approaching a hillcrest, when traveling upon any narrow or winding roadway, and when special hazard exists with respect to pedestrians or other traffic or by reason of weather or highway conditions.
