(A) A golf cart operating under this chapter shall be inspected by a Police Department inspector, certified through the Department of Vehicle Regulation, to ensure that the vehicle complies with the requirements of KRS 189.286. Additionally, each golf cart must have the following equipment:
(1) Headlamps;
(2) Tail lamps;
(3) Stop lamps;
(4) Front and rear turn signals;
(5) One reflex reflector on each side as far to the rear as practicable, and one red reflex reflector on the rear;
(6) An exterior mirror mounted on the driver’s side of the golf cart, and either an exterior mirror mounted on the passenger’s side of the golf car or an interior mirror;
(7) A parking brake;
(8) For each seat, a seatbelt assembly that conforms to the federal motor vehicle safety standard provided in 49 C.F.R. § 571.209;
(9) A horn that meets the requirements of KRS 189.080;
(10) A slow-moving vehicle emblem in compliance with KRS 189.820.
(B) Any vehicle operating under this chapter shall:
(1) Be issued a permit by the city;
(2) Obtain as sticker or permit from the city for an annual fee of $25. The permit and sticker are valid each year from May 1 to April 30 of the following year;
(3) Display a sticker or permit that identifies that the vehicle is allowed to be operated on specific roadways within the city;
(4) Keep the proof of inspection or permit issued by the Police Department in the vehicle at all times of operation on a public roadway. This permit shall be valid so long as the original permittee owns the vehicle; and
(5) Be insured by the owner or operator in compliance with KRS 304.39-080. The proof of insurance shall be inside the vehicle at all times it is operated on a public roadway.
(C) The operator of a vehicle under this chapter shall have a valid operator’s license in his or her possession and shall comply with all applicable traffic regulations, including the use of a properly adjusted and fastened seat belt for the driver and all passengers in compliance with KRS. 189.125.
(D) It shall be unlawful to operate a vehicle under this chapter:
(1) Unless the vehicle has at least one headlight and two taillights, illuminated at all times while the vehicle is in operation or, in the alternative, the vehicle displays a slow-moving vehicle emblem in compliance with KRS 189.820;
(2) On any sidewalk intended for pedestrian travel;
(3) On any school grounds; and
(4) On or across the private property of another without the express written and dated permission of that property owner.
(E) A golf cart may only be parked on hard surface pavement in parking spaces and in parking spaces designated by the city in its parks. It may not be parked on city sidewalks.
