Pursuant to the authority of KRS 82.625, any peace officer in the city is hereby authorized to cause to be impounded and removed to a safe and secure location, any motor vehicle which is owned, operated, parked, or otherwise located upon any public street in the city in violation of any law, or any motor vehicle which:
(A) Has been abandoned;
(B) Constitutes a nuisance at common law;
(C) Constitutes an impediment or hazard to the reasonable and lawful use by any person of the street upon which such motor vehicle is located; or
(D) Is evidence in any criminal action.
