It shall be unlawful for any person and/or persons acting in concert, to create any unreasonable, loud, disturbing and unnecessary noise of a character, intensity or duration as to disturb the comfort and repose of any individual, or which interferes with the peace and quite of other persons in the city. The conduct shall be deemed noise pollution and a public nuisance.
