The speed limit for vehicular traffic at and upon all of the city-controlled streets is established to be not in excess of 25 mph and any speed in excess of the limit herein specified shall be unlawful and shall be subject to the fines for speeding as prescribed by KRS 189.394; provided, however, that, the city authorities have caused to be posted appropriate signs giving public notice of this reduced speed limit.
