§ 51.17 CONSIDERATION OF BIDS.
   Bids for the purchase of the franchise will be judged on the basis of consideration offered to the city for the franchise, the specifications of the services proposed to be rendered, the prices to be charged to residential and commercial customers for said services, and the ability of the bidders to perform the services. At the time the franchise is awarded to the bidder, as specified in § 51.20, the City Commission will specify, determine and establish the number of collections from residential and commercial customers to be made by the franchise holder each week, and the price to be changed by the franchise holder for such number of collections from residential and commercial customers shall be stated in the bid of such franchise holder.
