To assist the town clerk and employees of the town in making accurate and timely assessments of charges for town water, wastewater, and other municipal utility services, there is hereby created a utility billing system. Every user of town utilities shall be included in the system which will track billing and payments pursuant to this code. Should any owner sell his or her property, convey the property to another entity, change the account name, or otherwise cause an amendment to be made in the utility billing system, an administrative fee of fifteen dollars ($15.00) shall be assessed at the time of the change.
