It is therefore declared that in the event that this bill on any property within the limits of the town or any property served by town water and sewer is not paid, it may be certified by the town clerk and recorder and sent to the county commissioners of Elbert County at Kiowa, Colorado, the town's county seat, to be put upon the tax roll of said property.
