If the application for a permit or the drawings, specifications, details, or statement accompanying the same indicate to the Building Inspector that the work to be done is not clearly or specifically defined and dimensioned or is imperfect, or is not in all respects in accordance with the provisions of this chapter, he shall refuse to issue a permit until the application, drawings, specifications, details, and statement have been made to conform in every respect with the requirements hereof. All drawings which are not completely dimensioned or which are illegible shall be deemed incomplete.
