(A) A fund titled Drug Offender Fines is hereby established to enable the city to receive mandatory fines imposed upon felony drug traffic offenders and forfeited bail from such offenders pursuant to R.C. § 2925.03 and to expend funds in furtherance of law enforcement efforts that pertain to drug offenders.
(B) The City Manager and the Chief of Police are authorized to make expenditures from the fund for any lawful purpose which is consistent with the purposes for which the fund is established.
