Any action taken by any member of the Police Department outside the territorial limits of the municipality, if taken in pursuance of any police matter involving the city or if taken in the line of cooperation upon official police business with any of the other governmental units of the county, which action is ordered or approved by the Chief of Police or if done upon an emergency basis, is subsequently ratified by the Chief of Police shall be considered to be an action performed in the course of his employment by that member of the Police Department.
