§ 30.48  VOTING.
   (A)   Every member shall vote on all questions before Council. When the President directs a roll call vote, the Senior Assistant shall call the roll and each Council member shall respond “yes," "no,” or "abstain.” No other comment shall be considered proper during the voting.
   (B)   The President may at his/her discretion announce a group vote, whereby all Council members in favor shall respond by saying “aye,” while those opposed shall respond by saying “no.” At that time, if deemed necessary, the President may request a roll call vote.
   (C)   If any Council member has a personal or financial interest in a matter before Council, he/she shall not vote on the matter.
   (D)   Any member present at a regular Council meeting, unless excused, or excepted as above, who refuses to vote upon any question relating to the city government, may be charged with contempt of Council, and may, for such contempt be censured by a majority vote of Council. Consideration of any charge of contempt of Council shall take place as the first item of business at the next Council meeting following the vote in question.
