§ 30.34  SUSPENSION OF RULES.
   Suspension of rules regarding the reading of ordinances or resolutions shall be as provided in the Ohio Revised Code. When a motion is properly made and seconded to suspend the rule requiring reading at three separate meeting days, no debate shall be permitted on the motion. These procedures, regulations and rules of order or any of them may be suspended at any meeting of Council by a vote of three-fourths of the members elected and qualified. In spite of this, it is the chief aim of this document to provide a vehicle for which Council governs itself to maintain decorum, dignity and professionalism and an opportunity for citizens to address Council publicly, in so far as is practical.
