(A) The Council shall establish by resolution at the first meeting of its term such standing committees as it deems necessary. Additional standing committees or special committees may be established at any regular meeting by resolution of Council.
(B) The appointment of members to either standing or special committees and the selection of chairperson(s) and vice chairperson(s) thereof shall be made by resolution of Council.
