§ 30.17  APPOINTMENT OF TEMPORARY PRESIDENT OF COUNCIL.
   In the event of the absence of both the President of Council and the President Pro-Tem, the Council shall elect, by majority vote, an acting chairperson who shall perform the duties of the President Pro-Tem.
