(A) Council elects the President Pro-Tem within ten days of the commencement of their term. He/she shall serve for the entire length of their term but may be removed at any time for cause at a regular or special meeting of Council and by a two-thirds vote of the members elected.
(B) The President Pro-Tem serves as acting President of Council in the absence of the elected President (or Mayor). In such a role, the President Pro-Tem may vote in all matters coming before Council, but he/she cannot vote in the case of a tie.
(C) In the event that the President Pro-Tem succeeds the President of Council (the Mayor), the President Pro-Tem becomes the President of Council and a new President Pro-Tem is elected by Council.
(D) The President Pro-Tem shall be referred to as the Vice-Mayor.
