All regular and committee meetings of Council and meetings of its standing and special committees shall be held as public meetings, unless otherwise determined by nature or topic of the meeting as outlined above in § 30.03. All minutes and records of the Council shall be open to the public at all reasonable times. The Clerk of Council shall perform keeping and processing of minutes, unless otherwise determined by the City Manager.
