§ 114.16  APPLICATION FOR LICENSE; ACCEPTANCE OR REFUSAL.
   (A)   Every applicant for a license as a driver of a taxicab or auto-for-hire shall make application to the Chief of Police on forms to be supplied therefor, and shall answer all questions truthfully and furnish pertinent data as is required by those forms.
   (B)   If the Chief of Police is satisfied that an applicant is a suitable and proper person to drive a taxicab or auto-for-hire, he shall issue a license.  If the Chief of Police refuses to issue a license, the applicant may appeal to the City Manager within ten days after the refusal, whose decision in the matter shall be final.
