Such registration shall be accepted by the Police Department and such person shall be permitted to hawk, peddle and solicit in the city unless the Police Department has information which constitutes
JUST CAUSE, as hereinafter defined in § 113.04(B) for refusing to accept such registration and granting such permission. In the event the Police Department refuses to grant the permission to such person, such person shall be entitled to a hearing before the City Manager who may, if he believes the facts justify it, reverse the finding of the Police Department.
