It shall be unlawful to place or affix, or cause to be placed or affixed in or on any vehicle parked or standing on a highway, any card, ticket, advertisement, or paper. Any person, firm, or corporation whose name appears upon any card, ticket, advertisement, or paper as the owner or maker of or dealer in the things advertised shall be prima facie deemed to have caused the distribution of that card, ticket, advertisement, or paper.
