Upon receipt of the City Manager’s certificate and the filing of a sufficient bond in the sum of $1,000, conditioned to require the contractor to at once relay any concrete sidewalk or driveway not laid in accordance with the city sidewalk specifications, the Zoning Enforcement Officer (or designee) shall issue a license authorizing the applicant to engage in the business of cement contractor. A fee of $10 shall be charged for each license for the first year, beginning April 1, and a fee of $5 for each consecutive yearly renewal thereof.
