If a sidewalk is not constructed, or if a defective sidewalk is not reconstructed, repaired, or freed from nuisance within the period of time permitted by the notice to the owner of the abutting property, the Zoning Enforcement Officer (or designee) shall proceed to institute legal proceedings against the owner to enforce compliance with this order.
