No person, being the owner, agent, or having control of any building or premises, shall violate any of the provisions of the Unified Fire Code, or fail to conform to any of the provisions thereof, or fail to obey any order of the Fire Chief, or any officer acting under him in the performance of his duty imposed by those sections of the city code of ordinances, within the time prescribed in that order, unless an appeal is taken therefrom or from the final order of the Chief, or of the court on an appeal.
