The duly appointed persons or officers shall have the authority to seize and impound all dogs and cats, not properly tagged, and cause the necessary warrants to be issued for the arrest of violators. Violators of this subchapter shall reimburse the city for any expense incurred in boarding or keeping of the dogs or cats according to the prevailing rate charged by the city veterinarians.
