§ 90.10  MUZZLING OR CHAINING DOGS.
   Whenever the City Manager shall deem it necessary for the protection of the public, he shall issue an order prohibiting, for a certain time therein specified, any or all dogs from running at large in any public street or place within the city, unless those dogs be securely muzzled or led by line or chain so as to effectively prevent them from biting any person or animal. This order shall be published in a newspaper of general circulation in the city for such time as the City Manager deems necessary to give due notice of his order.  Failure to obey the order shall be deemed a violation hereof.
