Salaries of Council members shall be established by Ordinance but shall be limited to payment for not more than twenty-four meetings each year, notwithstanding that special meetings may be called by the Mayor or members of Council as provided in Section 2 of this article. Salaries of the Council members shall not be changed during their term of office, nor by any ordinance passed subsequent to the final date which they could be nominated for office.
