In any case in which an application for a building permit includes a change in the primary use of the premises, or in any case in which there is construction, reconstruction, enlargement or expansion for larger and essentially commercial construction which must comply with the formal administrative procedures for a zoning permit, § 153.019, the existing driveway approaches/curb cuts for the premises may be reviewed in accordance with the provisions of this subchapter.
