§ 153.314  PLATTING CONSIDERATIONS.
   When first proposing to subdivide property, the owner or developer shall submit to the Zoning Enforcement Officer at an informal conference a sketch or tentative plat of the proposed subdivision, providing at least two copies.  The Zoning Enforcement Officer shall review the tentative plat or sketch and advise the owner or developer of such changes as will be required to assure conformance with the Comprehensive Plan as to major highways and streets, school and recreation sites, community facilities, shopping centers or other pre-designated land usage. The Zoning Enforcement Officer shall give such advice on sanitation, water supply and drainage, the relationship to any existing or proposed developments, and may refer such plat to the City Engineer, the Planning Commission and/or any other agency for additional consultation. In the preparation of any subdivision plat the following shall be taken into account:
   (A)   Every residential lot in any subdivision shall abut and have access to a dedicated street or right- of-way, except that in a division of land abutting several lots with the intent of conveying same to such abutting owners without creating additional residential building sites, these parcels need not abut a public street.
   (B)   No land shall be subdivided for residential use if considered by the Planning Commission to be unsuitable for such use because of flooding or improper drainage, inability to provide proper sanitation or any other feature harmful to the health and safety of the future residents or the community as a whole.
   (C)   Every subdivision shall be planned so as to be in conformance with the regulations for the zone in which it exists.
