§ 153.032  ELECTION OF MEMBERS.
   (A)   The Planning Commission shall adopt rules necessary to the conduct of its affairs in keeping with the provisions of this Zoning Code.
   (B)   The Commission shall elect a Chairperson and Vice-Chairperson, shall adopt rules necessary to the conduct of its affairs in keeping with the provisions of this Zoning Code, and appoint a secretary who may or may not be a member of the Commission. An ex-officio member of the Planning Commission shall not be eligible for election of Chairperson or Vice-Chairperson.
   (C)   Planning Commission meetings shall be held on regularly scheduled dates and at such other dates as the Planning Commission may determine appropriate. The Chairperson, or in his or her absence the acting Chairperson, may administer oaths and compel the attendance of witnesses. All meetings shall be open to the public.
   (D)   The Planning Commission shall keep minutes of its proceedings, showing the vote of each member upon each question, or if absent or failing to vote, indicating such fact. All minutes shall be public record and immediately filed in the office of the Zoning Enforcement Officer.
   (E)   The presence of three voting members shall constitute a quorum.
