Within 30 days after the receipt of an application, the Zoning Enforcement Officer shall either approve or disapprove the zoning permit application in conformance with the provisions of this Zoning Code. One copy of the plans shall be returned to the applicant by the Zoning Enforcement Officer after the Zoning Enforcement Officer has marked such copy either as approved or disapproved and attested to the same by his or her signature on such copy. Failure to notify the applicant in the case of such refusal or disapproval within the specified time shall entitle the applicant to submit his or her request to the Planning Commission.
