(A) The primary purpose of this policy is to set forth a general procedure for providing city-wide, consistent, prompt, and equitable service to citizens requesting access to public records. The Ohio Revised Code sets forth categories of records to which the official custodian of records shall allow public access and categories of records to which the official custodian shall deny access.
(B) The secondary purpose of this policy is to establish reasonable and consistent fees for providing copies as authorized by the Ohio Revised Code.
