§ 76.16  SELLING, DISPLAYING, REPAIRING, OR WASHING VEHICLES.
   (A)   It shall be unlawful for any person to park upon the highway or within 25 feet of pedestrian walkways or roadways any vehicle which is held in stock for future sale.  Nothing herein shall be construed to prohibit the parking of a vehicle bearing a dealers' license plate which is used in actual demonstration of a vehicle for sale.
   (B)   It shall be unlawful for any person to operate or to park on any highway any vehicle for the primary purpose of displaying advertising; provided that in the case of public undertakings, or undertakings sponsored by charitable, benevolent, or religious organizations, the City Manager shall be authorized to issue temporary permits for such advertising display on vehicles where no charge is made for the use of the vehicle.  In granting any such permits, the City Manager may impose such limitations and restrictions as may be conducive to the public welfare.
   (C)   It shall be unlawful upon any highway to repair, wash, polish, or clean any vehicle; or to park any vehicle for the purpose of so doing.  This division shall not be construed to prohibit the making of such necessary emergency repairs as will permit a vehicle to proceed.
