(A) It is necessary to provide parking space in connection with all buildings used for dwelling purposes in order to relieve public streets from congestion caused by parked motor vehicles.
(B) All dwellings built after the effective date of this code shall have parking space or facilities for parking of one motor vehicle for each dwelling unit in the structure. The parking facilities or space shall be located on the lot or premises on which the dwelling is located.
