(A) No owner, keeper, or harborer of any animal shall permit such animal to deposit fecal matter upon public or private land other than that of the owner.
(B) Any owner, keeper, or harborer observing or learning of his or her animal depositing fecal matter upon public or private land, other than that of the owner, shall immediately remove such fecal matter from such land and dispose of the matter in an enclosed receptacle.
(C) The only exemption to this section is to any disabled person when the person’s disability requires a dog to accompany the person or to a person using a dog in emergency or rescue activities.
(D) Whoever violates this section is guilty of a minor misdemeanor.
