ARTICLE XVI - EFFECTIVE DATE AND EFFECTS OF ADOPTION
§ 1  EFFECTIVE DATE AND DURATION.
   This Charter shall take effect and be in force from and after the certification of its adoption by the election authorities of Hamilton County. It shall remain in force whether the municipality of Silverton should be determined by census to be a city or a village.
§ 2  EFFECT ON PRESENT OFFICERS.
   The Mayor and members of Council elected at the last municipal election preceding the effective date of this Charter, shall serve for the balance of the terms for which they were elected and until their successors are elected and qualified. Their powers shall be affected during this period as stated in Article XVI, Section 4. They shall have and continue to exercise all their remaining powers and duties prescribed in this Charter as though elected to office under the provisions of this Charter.

§ 3  EFFECT ON NEWLY CREATED OFFICIALS.
   The office of any newly created elected official shall be filled at the next odd-year election held after the effective date of this charter creating such position. Persons elected to this position shall take office as prescribed in this Charter.
§ 4  EFFECT ON HIRING CITY MANAGER.
   On July 1 after the effective date of this Charter, the Council may fill the newly created position of City Manager in order to create a transition period with the outgoing officials. The powers granted to the City Manager by this charter shall take effect on that date. The transition period shall last for a period no longer than six months.
