§ 70.40  AUTHORITY OF CITY MANAGER TO PLACE SIGNALS OR MARKERS, ESTABLISH SAFETY ZONES AND CROSSWALKS.
   (A)   Placement, maintenance of signs and signals.  It shall be the duty of the City Manager to place and maintain traffic signs and signals required by the traffic code; and he is hereby authorized to place and maintain such other traffic signs and signals as he shall deem necessary for the proper control of traffic.  ('91 Code, § 70.20)
   (B)   Turning markers.  Where traffic conditions are such as to require it, the City Manager is hereby authorized to place turning markers within or at the entrance to an intersection; and such markers may, at intersections where unusual traffic conditions prevail, direct movements to be made otherwise than as provided in §§ 72.13, 72.14, 72.16, 72.17, 72.20, and 72.21.  All operators of vehicles shall be governed by such markers.  ('91 Code, § 70.27)
   (C)   Traffic lanes.  The City Manager is hereby authorized to mark lanes for traffic on roadways at such places as he may deem necessary for the safe and expeditious direction of traffic.  ('91 Code, § 70.28)
   (D)   Safety zones.  The City Manager is hereby empowered to establish safety zones of such kind and character and at such places as he may deem necessary for the protection of pedestrians.  ('91 Code, § 70.26)
   (E)   Crosswalks.  The City Manager is hereby authorized to establish crosswalks at such places as he shall deem necessary, and shall designate them by appropriate marks or signs.  ('91 Code, § 70.29)
