The Civil Service Commission shall consist of three (3) members of recognized character and ability. One shall be appointed for a term of six (6) years; one shall be appointed for a term of four (4) years; one shall be appointed for a term of two (2) years. At the expiration of the first term of each member further appointments shall be for terms of six (6) years. They shall be electors and shall be appointed by the Mayor with the concurrence of Council. Vacancies in the commission shall be filled in the same manner but shall be for the balance of the term only. No member of this Commission shall be in the classified service of the Municipality. The original appointments hereunder shall begin on January 1 immediately following the adoption of this Charter.
